How does the mobile phone system work?
Mobile phones are sophisticated two-way radios that use radiofrequency (RF) signals to transmit and receive voice and data. They communicate with a network of low powered radio transceivers called base stations.
Each base station covers a small geographic area called a "cell", and they are interlinked to create the cellular network. A typical base station is made up of antennas and transmission dishes.
A mobile phone may communicate with several base stations during a call. When a call is made, both the mobile phone and the base station adjust to the minimum level required to maintain a quality call.
The base station network is linked to the public telephone network so that mobile phone calls can be made anywhere.
Often, transmission dishes can be observed on station facilities. They are used to link cells. These dishes send a narrow microwave beam, directly linking with a neighboring dish at a telecommunications facility. This beam does not disperse and simply replaces the cables used in ground telephone systems.
When the call demand exceeds a station’s capacity, the signal is transferred to the nearest base station. A connection error would occur if the station is far or fully loaded. With increased demand for mobile communications, additional base stations are required.
How is the mobile phone network developed?
Vodafone monitors base station activity and plans the development of the network to meet customer demand.
Within each cell, the base station transmits radio signals from the base station to a mobile phone operating within its range. There is no benefit in the base station transmitting at high power as it is the mobile phone handset power which is limiting usage.
When a base station is designed, radio-engineers calculate the RF exposure levels for that site using the standardized (ARPANSA) method. The RF exposure levels from a base station are generally hundreds of times lower than that permitted by the ACA's mandatory limits. Moreover, buildings are to be taken into consideration due to the behavior of the radio signals.
Base stations must be positioned so that to send and receive calls, limiting call 'drop out' from insufficient signal strength at a particular location. It is also important to restrict coverage of a base station to limit interference.
In reviewing network coverage, radio-engineers can predict where additional base stations are required. Engineers can also predict the required base station height to ensure radio and network coverage. After identifying base station requirements, detailed investigations are undertaken to locate preferred environmentally-sound sites.
For networks to function, low powered base stations are required to be located in proximity to where people use their phones. Industrial and commercial locations are sought in preference to residential areas.
Vodafone seeks options that will provide the very least community impact while offering mobile phone customers optimum coverage and service.

For nearly a century, people have used RF signals from a variety of sources. Including radios and TV.
The World Health Organization, health authorities and governments around the world closely monitor the safety of radio technology and have cooperated to develop National and International guidelines to ensure the safety of mobile phone technology.
Vodafone has processes in place to ensure that all its base stations and mobile phone terminals allowed on its networks comply with National and International safety guidelines and standards.
Scientific research
For more than five decades, scientists have monitored the effectiveness of the International guidelines and studied the effects of energy carried by RF signals.
Reviews of these studies conclude that absorption of the energy from mobile phones and their base stations poses no threat to health, as long as the phones and base stations are operated within international guidelines.
Our commitment to customers
Vodafone supports the ongoing research into ensuring mobile phones are safe. Since 1999, Vodafone has globally committed more than $15.6 million in support of research into the safety of mobile phones.
Vodafone directly contributes to the Australian Government's EME research program through a mobile phone carrier license levy. In 2002, this program was extended for a further five years.
Vodafone continually reviews all significant research.

Mobile phones and base stations are designed to operate within International guidelines to ensure people are not exposed to harmful levels of EME. Scientific research has found that exposure to EME from RF signals within International guidelines will not cause health effects.
The WHO stated that there is no need for any precautions when using mobile phones. However, the WHO advised that if individuals are concerned, they may choose to limit the exposure to energy from mobile phones by keeping calls short or using a hands-free kit to distance the phone from the body.
Some consumers are keen to access information about the amount of energy they may be exposed to from each model of mobile phone - referred to as the specific absorption rate (SAR).
Manufacturers provide information about SAR levels for all new phones sold in Australia and New Zealand. Information required can be found within the product’s manual.
